SOAR: Helping People Find Security

Did you know Goodwill has a program that helps people apply for disability benefits when they cannot work? It is called SOAR, which stands for SSI/SSDI Outreach, Access, and Recovery. Two SOAR Specialists, Tonie Schmidt and Don Morrison run the program.

People are referred to SOAR through other Goodwill programs, such as Housing and Essential Needs (HEN) or Supportive Services for Veteran Families (SSVF). Individuals can also be referred to SOAR through the Foundational Community Supports (FCS) program if they are also co-enrolled in HEN or SSVF.

The process of applying for SSI or SSDI can be long and confusing, especially for people who are homeless or do not have steady access to a phone. SOAR Specialists help as free representatives to guide people through the process. The team helps with forms, medical records, and talking to Social Security when clients cannot.

The work can be tough, but the results can be amazing. Recently, SOAR has helped three people secure a total of $57,000 in benefits. But even smaller amounts can help someone keep their housing, pay bills, and meet basic needs. These wins help keep the SOAR team motivated to continue their work.

After someone is approved, SOAR makes sure they understand how their benefits work and how to keep them. Some people move on to other Goodwill support, like Payee Services, or they open Washington ABLE savings accounts to help them save money without losing their benefits. The goal is for each person to feel stable and in control of their future.

SOAR hopes to grow over time. Tonie is the only SOAR trainer in eastern Washington, so more training and staff could help the program reach even more people. For now, the team continues to serve with care and patience, knowing this program can be a lifeline for the people who need it the most.
